Meet Missy
Missy Barnes has devoted her life to public service and hands-on community leadership. A graduate of York College of Pennsylvania, she began as a math and science teacher in York City schools where she spent more than a decade in the classroom shaping young minds.
While teaching, she earned her master’s degree in School and Family Community Collaboration from Johns Hopkins University. Her work and studies inspired her to found the York City Schools STEAM Academy, expanding access to innovative, hands-on learning opportunities for students.
In 2022, Missy earned her Juris Doctor from Widener University Commonwealth Law School and now works as a Social Security disability attorney, advocating for individuals and families navigating complex systems.
In 2025 she became instrumental in the rekindling of Indivisible York, providing leadership and logistical support to a team of dedicated volunteers.
Across her career, she has taken a collaborative approach—bringing people together, listening, and building consensus to deliver results. She believes government works best when it is responsive, accountable, and focused on the real needs of the community.
Missy is committed to responsible stewardship of taxpayer dollars, practical problem-solving, and finding common ground across differences. She believes that, while we may take different approaches, most people share the same goal: safe, affordable communities where everyone can thrive.
She lives in Seven Valleys with her husband, Neil. Their two sons attend Pennsylvania State University and Robert Morris University. In her free time, she enjoys supporting local businesses, traveling, and attending community events.

Working families are doing everything right, but rising costs are making it harder to get ahead. From gas and groceries to utilities, everyday expenses are stretching household budgets too thin.
Working families contribute the largest share to our state budget while the ultra-wealthy receive tax giveaways.
As your State Representative, I will support policies that make life more affordable and put working families first. That means closing tax loopholes for the ultra-wealthy and making sure those at the very top pay their fair share so people who work for a paycheck can keep more money for savings, stability, and a better quality of life.
As your State Representative I will:
Support expanding the state’s childcare assistance programs to help working parents stay in the workforce.
Support expanding the property tax rebate program for seniors and working families.
Back funding and incentives for affordable housing construction, first-time homebuyer assistance, rental support, and programs that help communities rehabilitate existing housing.
Fight for stronger oversight of utility rate increases, more transparency from utility companies, and investments in energy efficiency programs that help households lower monthly bills.

Education is personal to me. As a former educator, I have seen the difference that strong schools, dedicated teachers, and the right resources can make in a child’s life. In Harrisburg, I will support legislation that fully and fairly funds public education, strengthens support for teachers and school staff, expands mental health resources, and prepares students for college, careers, and life.
I know that students thrive when classrooms are safe, teachers are supported, and schools have the resources they need.
As your State Representative I will:
Support initiatives to expand and improve career and technical education.
Support incentives that help recruit and retain qualified teachers while expanding access to continuing education and professional development.
Support funding formulas that ensure every school district has the resources it needs, and not just districts with the strongest local tax base. That means pushing for investments that help reduce overcrowded classrooms, update learning materials, support special education, and give students access to the programs they need to succeed.
Cyber charter schools receive the same tuition rates as brick-and-mortar schools despite having very different operating costs. This often creates an unfair burden on Pennsylvania school districts. As State Representative, I will support charter school funding reform that brings greater transparency, accountability, and fairness to the system, so taxpayer dollars are spent where they do the most good: for students.
Students learn best when they feel safe, supported, and connected. I will support funding for school counselors, social workers, mental health services, violence prevention programs, and building safety improvements so schools can address student needs early and create healthier learning environments.

Small businesses are facing higher costs, staffing challenges, and too much bureaucracy. These barriers make it harder for local entrepreneurs to grow, hire, and keep their doors open. As State Representative I will support practical policies that reduce unnecessary red tape, connect entrepreneurs with funding and technical assistance, and invest in workforce development. I will fight for a state government that helps small businesses succeed because when local businesses thrive, our whole community is stronger.
As your State Representative I will:
Vote to fund small business grant and loan programs through the state budget, including programs that help businesses cover equipment, storefront improvements, working capital, and expansion costs.
Support low-interest loan programs through Pennsylvania economic development agencies so small businesses can access capital without relying on high-interest private financing.
Push for simpler licensing and permitting processes by supporting legislation that reduces duplicate paperwork, speeds up state approvals, and makes requirements easier to understand.
Support Main Street and downtown revitalization funding for facade improvements, streetscape upgrades, lighting, public safety, walkability, parking, and infrastructure that help bring customers to local businesses.
Support tax credits or targeted relief for small businesses that hire locally, invest in their properties, rehabilitate vacant storefronts, or create jobs in the community.
Promote local purchasing and buy-local initiatives that keep more public and private dollars circulating in Pennsylvania communities.

Data centers bring significant demands on electricity, water, and local infrastructure. Without proper safeguards, residents face higher utility costs, increased strain on public resources, and limited input into decisions that affect their communities. I will work for a regulatory framework that ensures data centers are responsible neighbors and pay their fair share. Technology companies can invest in Pennsylvania, but they should do so only when taxpayers are protected, our community resources are preserved, and when local residents share in the benefits.
As your State Representative I will:
Support legislation requiring data center projects to disclose projected electricity use, water demand, infrastructure needs, and environmental impact before receiving state support or moving forward.
Push for regulation that prevents the cost of new transmission lines, grid upgrades, or added capacity for data centers from being passed on unfairly to residential ratepayers.
Support policies that require large technology companies to contribute to roads, water systems, sewer capacity, grid upgrades, and emergency services connected to their projects.
Fight to require public hearings, clear project disclosures, and meaningful community engagement before major data center developments receive state incentives or approvals.
Oppose tax breaks or subsidies unless companies commit to local union hiring, infrastructure investments, environmental safeguards, and measurable benefits for communities.
Back policies that require water-use reporting, conservation plans, and safeguards to ensure data centers do not compromise local water supplies or increase costs for households.
Support ongoing reporting requirements so companies must disclose energy use, water use, job creation, infrastructure contributions, and compliance with community benefit agreements.
Fight for a regulatory framework that says clearly: if big tech wants to build here, they must protect taxpayers, respect local resources, and share the benefits with the people who live here.

Our community is strongest when every voice is heard, respected, and valued. Too often, neighborhoods, organizations, and people are divided by silos that prevent us from working together on shared challenges. As State Representative, I will focus on bringing people together, elevating voices that have too often been left out, and building partnerships that move our community forward. Together we can work for safer neighborhoods, stronger schools, more opportunity and a better future for everyone.
As your State Representative I will:
Make sure state resources reach the communities that need them most by advocating for grants, funding, and programs that support neighborhoods too often left behind.
Build coalitions across party lines to move practical solutions forward for our district.
Work with our non-profit organizations, businesses, schools, and local leaders to solve problems collaboratively.
Lead with respect, inclusion, and a commitment to building a community where everyone feels seen, heard, and valued.
Work across neighborhoods, organizations, and perspectives to build trust, solve problems, and move our community forward.
Unifying our community starts with listening. I will elevate voices that have too often been left out and bring people together around practical solutions.
